How to Apply
 

Initial Applications:

If you are seeking to use your VA educational benefits for the first time, you must submit a copy of your service discharge form DD-214 along with a completed application. There are different applications for each type of benefit. Refer to the claim number assigned by VA to the initial claim in any subsequent correspondence. You must also give your (the veteran's) full name, military service number, and branch of service and dates of service to the WVU at Parkersburg VA Office, Room 1207.

VA Forms:

Use the VA Form 22-1990 for most veterans and VA Form 22-5490 for Survivors and Dependents of totally disabled veterans. Disabled veterans must use the VA Form 28-1900, and then work their claims through the VA Vocational Rehabilitation Office at their Veteran's Affairs Regional Office. Most Vocational Rehab students at WVU-P go through the VARO in Huntington, WV, but a few use the Clarksburg, or even the Columbus, OH offices. Guardsmen and Reservists will need to contact the Education Officer at your unit. He or she will complete a Notice of Basic Eligibility (NOBE). The NOBE, along with the VA Form 22-1990 will complete your application. You can receive the appropriate form (with the exception of the NOBE) from the VA Rep at WVU-P, or download the appropriate form at the VA's web site at http://www.va.gov. Ask the Vet Rep in Room 1207 for more information.

Your DD Form 214:

The form DD-214 documents service dates and character of discharge. Remember to always keep your copy of the form DD 214 in a safe, convenient location accessible to you and also your next of kin or designated representative. Have the original DD 214 certified by a local Recorder of Records at a local courthouse if at all possible. If you have lost or misplaced your DD 214, contact your local VA Regional Office at 1-800-827-1000.

Applying Online:

You can apply for VA Educational Benefits online at http:www.gibill.va.gov. You can save some time by filing here, but remember to keep the veteran's representative at WVU-P informed on everything you do. The VA rep has to keep a file on your claim, and is responsible to assist you in tracking and troubleshooting your claim. He or she needs information on your claim in order to help you effectively.
