Safety Committee Minutes

February 24, 2006

Those present: Craig Rabatin, President Gnage, Charlene McNulty, Cathy Mutz, Lennie Moore, Paul Milhoan, Dave White, Bill Dunbar, Dan Williamson, John Tharp, Al Collins, Gary Waggoner, Mary Lott

Absent: Joe Badgley, Nelson Ortiz

Craig Rabatin, Chair, called the meeting to order.

Minutes from the November 18, 2005 meeting were accepted as written.

PROJECT SHEET

Posting of emergency exit information in all classrooms is 90% complete. As construction is progressing, some changes in this information is anticipated and will be required.

Update of emergency phone numbers will be completed in the next few days and numbers will be given to Connie Dziagwa for posting on the web. Paul Milhoan requested that the Caperton Center has eight areas that will need to be added to the areas where the phone numbers are to be posted.

President Gnage suggested that we provide a link to the college web page that contains Emergency Phone numbers rather than try to update the list every time a number changes.

Flip Charts are also out of date in reference to phone numbers. It was suggested that we can update that information using self-adhering labels to correct this information.

Dan Williamson will be getting with Connie Dziagwa to setup phone system to address emergencies after the switchboard closes and during times when the colleges is otherwise closed.

Development of Safety Plan is continuing. Craig Rabatin has met with others to develop a format that is similar to other reports being designed.

President Gnage stated that the Safety Plan’s goals are to keep us safe. The plan then says that this is what we have in place to keep us safe.

Craig Rabatin, Mary Lott and President Gnage will meet to discuss what has been received from all areas thus far.

Communicating Procedure of Cell/Radio at switchboard will be discussed by Dan Williamson and Connie Dziagwa.

Explore cost of broadcast system to buildings was discussed by Dave White. Cost of materials is estimated to be $19,000 and labor is usually double cost. It is an expensive project and will need to go into the budget discussion. This system allows two-way communication from individual sites to the college switchboard.

 

Dave White will obtain a total cost for equipment and installation. There is a possibility that we may be able to obtain funding for this project. Included in the price should include all buildings: JCC, Caperton and CCE.

Training Needs

CHO training was to be scheduled in February, but has not occurred as of yet. Discussion followed on how to get this training that is offered on an annual basis by WVU. Dr. Gnage will make contact and suggests in the absence of this particular training, there may be something else that would be available. John Tharp is to get the name of the contact person at WVU to President Gnage. This training would also include Becky Tucker from JCC.

ANNUAL REPORT

Copy was provided to Committee members. The WVU President’s Health and Safety Awards Ceremony is scheduled for Thursday, April 13, 2006. Nominations are being accepted for employees and students for acts of heroism, programs or procedures. Nominations are due in WVU P’s President’s office by Monday, February 27.

PHONE NUMBERS FOR CAMPUS POLICE/SECURITY

This item had been previously addressed via e-mail from Al Collins which gave the cell phone number (834-7383) to use in contacting Campus Police or a Security Guard. The phone is carried by an officer from early in the morning until 11 pm at night.

ACCIDENT REPORTS

The question of who fills out the form and which form to use was discussed. President Gnage stated that if WVU has a form, then we should probably use their forms as they have already gone through a legal review. There is a different form for staff/faculty and for students.

Dr. Gnage will locate the proper form to use for students and says that we will be using WVU’s form for staff/faculty. Completed forms for faculty/staff are to be sent to Personnel who will be required to do an OSHA log at the end of the year. Completed student forms are to go to Dave White.

Forms will be reviewed twice a year by Dave White, Jack Simpkin, Wayne Riley, Charlene McNulty and one representative from JCC (either Bill Dunbar or John Gorrell). President Gnage will be checking on who handles these forms at JCC. This review shows a follow-up and helps prevent future safety issues.

OSHA needs a responsible party—Safety Director. Dr. Gnage will be looking at what those responsibilities may be. The committee can look at surface items, but someone needs to have responsibility for making sure that policy and procedure items are followed.

There needs to be a central spot to report training—a database. Mary Lott is to speak to Brandi Marlow about this and will report back at the next meeting.

The web site for the WVUP Safety can be reviewed by members. Suggestions, changes, deletions and/or editions may be given to Mary Lott. Dr. Gnage and Mary will be discussing the web page development.

OTHER ITEMS

Fire drills will be unannounced—there will be one each semester.

Print shop ventilation has been completed.

Ventilation has been completed for the ceramics area.

The fire alarm and sprinkler may on occasion be turned off during construction, but it is usually turned back on for the evening hours.

Blood borne pathogens video training for custodians and maintenance workers will be made available for others in the college. Dave White will notify the President’s Cabinet so they can inform their areas.
