Title: #VIII-4A. Parking Regulations
Date: May 16, 2008 (replaces version dated August 26, 2003)
These regulations are provided in accordance with WVU Board of Governors Policy 28.
Parking on the campus of West Virginia University at Parkersburg is a privilege extended to all students, employees and visitors to the college. Parking and traffic procedures must be regulated to provide orderly, safe and efficient parking; to protect both vehicular and pedestrian traffic; to ensure access to campus facilities for the handicapped and service vehicles; to guarantee clear access to all campus areas for emergency vehicles; and to appropriately support the various programs of the college.
Motor vehicles operated on the campus of WVU at Parkersburg must be operated in accordance with the motor vehicle laws of the State of West Virginia. State-authorized handicapped identification (decals, license plates, etc.) is sufficient for on-campus handicapped parking. Temporary handicapped parking decals may be requested from the Disability Services Office.
West Virginia University at Parkersburg assumes no liability for the protection of motor vehicles or their contents while parked on its campus. Owners suffering a loss may complete an incident report in the Security Office to support insurance claims.
Painted lines identify each parking place. There are over 1000 parking spaces available on campus (not including the Workforce and Community Education parking lot, which is for WCE employees and students only). Parking is permitted in any of these spaces, other than those identified for State Cars and Handicapped, which require proper permit. Operating a motor vehicle in violation of state motor vehicle regulations, parking in fire lanes, extending rows, blocking exits or parking on the grass is prohibited and will result in citation. These prohibitions are posted at each campus entrance and in the student handbook.
WVU at Parkersburg’s parking policy consists of the following steps:
1. Communicating appropriate parking procedures.
2. Warning violators of offenses using the Parking Violation Citation.
3. Identifying and recording repeat offenders.
4. Fining repeat offenders. (Handicapped violations will not receive any warnings.)
5. Increasing the fine on subsequent offenses.
6. Towing flagrant violators.
7. Freezing the records of students who owe a financial obligation to the college at the end of a semester.
The parking policy rules apply to all students (including early admission high school students), employees and visitors.
The college employs police officers and security officers to monitor and regulate campus traffic and parking and to enforce college parking policies.
Appeal of penalties, which are thought to be improper, must be initiated in the security office utilizing the proper form.
