Job Description

Under the direction of the Director of Training and Education, the Systems Trainer’s responsibilities will include: Preparing and conducting training in City Financial Management System (FMS) and other FISA-supported application systems; Designing, developing and maintaining appropriate educational curricula and instructional materials for various users of FMS and other FISA-supported applications; Revising systems procedure manuals and training materials as requested; Ensuring the training materials and job aids developed supports the software being deployed for FMS and other FISA-supported applications; Enabling users to perform their specific job functions using the FMS and other FISA-Supported applications; Setting up, maintaining and testing the FMS and other FISA-supported application training databases for training delivery and impact on courseware; Ensuring the on-time delivery of training courses, including the development and maintenance of written procedures for database administration and courseware enhancement; Conducting quality reviews of any courses or other education materials delivered by the FISA’s or the contracted vendor; Planning, implementing, and preparing for any rollout-related to FISA training; Providing input on the best delivery mechanism for educating user groups based on the analysis of the functionality being deployed; Working with the City’s functional SME’s (in accounting, budgeting, and procurement areas) and other FISA’s experts to ensure that the user education program for FMS other FISA-supported application systems, as developed by the City’s vendor and jointly delivered, meets the City’s education requirements; Documenting updates needed to WBT files, and update files accordingly; Maintaining the most up-to-date files on web server once WBT files have been updated; Updating and developing as needed FMS WBT (Web Based Training) files using the ToolBook WBT application; Preparing and conducting workshops to assist other trainers; Assisting the Director in all phases of training administration & registration administration; Assisting users in the FISA Call and User Support Centers.

Qualification Requirements

1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and one year of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management, or in a related area; or 2. A baccalaureate degree from an accredited college and three years of satisfactory full-time professional experience in the areas described in "1" above.

Essential Skills

Experience with training, curricula design and development experience in government or private sector, preferably in systems/instructional technology training. In-depth knowledge of and/or experience in Microsoft Office Professional Suite, FMS (Financial Management Systems), VENDEX, Crystal , RMDS (Report Management Distribution System), City accounting, budget, and procurement procedures. Experience conducting needs assessments, analyzing workplace skills requirements and translating findings into instructional activities. Demonstrated effectiveness as an instructor of adults, organizational and group facilitation skills are essential. Experience in both classroom and individualized coaching. Strong computer skills, written and oral communication skills required. Consideration will be given to applicants who have developed self-study training courses, including WBT courses.

Job Description

Under direction of the Director and Deputy Director of Fiscal Services, the Fiscal Analyst will assist with the preparation and administration of FISA’s PS and OTPS budgets and capital project spending.  The candidate will analyze and monitor assigned categories of the PS and OTPS Budget, using statistical analyses to develop cost effective proposals and recommendations.  S/he will forecast future conditions and track all FISA hiring and personnel actions along with preparing PAR submissions for Executive Director and 0MB approval.  The candidate will prepare and analyze reports on FISA’s IFA budget and serve as the liaison between FISA and OMB’s IFA unit.  The Fiscal Analyst will also be responsible for capital project accounting and capital expenditure analysis for projects and will work with oversight agency staff and vendor staff on funding and expenditure analyses for major Citywide IT Projects.  S/he will prepare and submit CP requests and track progress of budget modifications, projects as assigned and monitor FISA Capital Budget Codes for available funds and track increases to authorizations.  The candidate will also serve as a backup for accounts payable staff when necessary.  Responsibilities may include processing vendor payments, fielding vendor inquiries and maintaining internal posting/database files while ensuring conformance to City Guidelines and all instructions specified in each purchase order, requisition or contract.

Qualification Requirements

Essential Skills

Proficiency in Microsoft Office Products (Excel, Word, Access) essential; Knowledge of the City’s Financial Management System (FMS) and familiarity with Crystal reporting strongly preferred; Excellent analytical, written and verbal communications skills; Familiarity with all aspects of the budget process, including preparation of Spending Plans, Variance Reports, Financial Plan submissions, CP Requests, and Comptroller Directives a plus.
