Nominee exemplifies the legacy of the Reverend Dr. Martin Luther King, Jr. through substantial contributions in the advancement of civil rights, human rights, equality, humanitarianism, social justice for all people, and/or other demonstrated record of working to fulfill the dreams and values of Martin Luther King Jr.  The awardee must be a resident of the Mid-Ohio Valley, which includes Calhoun, Jackson, Pleasants, Ritchie, Roane, Wirt, and Wood Counties in West Virginia and Washington County in Ohio.
