In what is being described as a virtual first, West Virginia University at Parkersburg has finalized an agreement with the University of Ruse in Bulgaria to begin a student exchange program.   Ruse and Parkersburg college officials signed the agreement via the Internet.  Watching as Ruse administrators initialed the cooperative education agreement are (seated, left to right, Dr. Rebecca Phillips, coordinator of the Office for Global Initiatives; WVU Parkersburg President Dr. Marie Foster Gnage; (standing) Dr. Rhonda Richards, executive dean of academic affairs, and Anthony Underwood, dean of students.
