A former academic dean at West Virginia University at Parkersburg is the new president of West Virginia State Community and Technical College.

He first joined the Parkersburg faculty as an education professor, became the first chair of the college's Education Division in 1989, and was appointed academic dean in 2000. Badgley served as executive dean for several years before choosing to return to teaching in the Education Division last fall. He was WVU Parkersburg's interim president in 2003-2004.
Badgley received his bachelor's degree in education from Glenville State College and his master's degree and doctorate from WVU.
