The William P.A. Nicely Memorial Scholarship was endowed in December, 1993 through gifts from family and friends. The scholarship is available to a freshman interested in political science or law enforcement. The recipient must be a graduate from a Parkersburg high school demonstrating strong community involvement, high moral character and financial need.
