This scholarship fund was established in 1976 by Thomas J. Hillyard, former Dean of Students at Parkersburg Community College, in honor of his parents. It became endowed in 1981 as a result of gifts made by Mr. Hillyard and members of the Student Services staff at WVU Parkersburg.
