Those present were: Diane Braun, Doug Kiger, Rick Coffman, Kellie Swisher, Mike Boyd, David Boggs, Joe Smith, Danita Brown, Bill Niday, Joe Super, John Gorrell, Mary Beth Busch, Sandy Butcher, Tina Buchanan, Susan Moran, Joyce Okes, Connie Dziagwa, Rhonda Richards, Marie Foster Gnage, and Patsy Bee.
Call to Order
Dr. Marie Foster Gnage, President of WVU Parkersburg and Facilitator for the Mid-Ohio Valley Community and Technical College Consortium called the meeting to order
Approval of the Minutes:
The minutes of the February 19, 2008 meeting of the Mid-Ohio Valley Community and Technical College Consortium and Mid-Ohio Valley Tech-Prep Consortium were approved upon a motion by Mr. Kiger and second by Mr. Coffman.
CTC Consortium (Dr. Gnage)
College Transition Initiative Update. Diane Braun reported for Violet Mosser that 27 students were taken to the State Capitol during the legislative session.
Communications. Connie Dziagwa reported that the EDGE website is now available and she would welcome any suggestions. She provided a power point of the website for Consortium to review.
College Updates. Dr. Rhonda Richards reported on funds that have been received to support workforce education. She provided Consortium members with a list of grant support for 2007-2008, and list of new programs for Spring of 2008 which include: certificate in renewable energy; certificate in digital animation design; certificate in physical therapy assistant; certificate in machining. She also provided information on students placed on co-op. She reported that they are working with Adult Basic Education so they can earn college credit with their curriculum. A grant in the amount of $35,000 has been received for a middle college program with Adult Basic Education students. Dr. Richards provided a list of online possibilities for high school students that include: English Composition I and II, Fundamentals of Speech, College Algebra, and Introduction to Computing.
Dr. Danita Brown reported an Adult Academic Fair that is being planned to increase services to veterans. She also reported that over 60% of new applications are for career and technical programs.
Mary Beth Busch provided information on FastTrack program, Real Estate, Medical Office Program, and programs being developed for area businesses.
John Gorrell reported on new programs at the Jackson County Center in Medical Office Technology and Physical Therapy assistant.
School District Updates. Bill Niday reported that Policy 2510 is being revised and there will be some changes in course requirements.
Rick Coffman reported that some of their business classes will be receiving EDGE credit in the fall.
Workforce Investment Board Update. Joyce Okes reported that they are still waiting to hear what the percentage of cut will be for next year. After the last meeting, they are following up with business and industry through email. They are working on a plan with education/health care that will be shared with the Consortium. They are looking at targeted occupations such as maintenance, millright, and welding and what students need to do to be prepared for their careers.
Discussion of Progress on Mandate, Goals, and Strategies. President Gnage noted that the last meeting with business and industry was a good meeting that helped the college and technical centers know what occupations are needed for this area.
President Gnage reminded Consortium members of the legislative mandate that was listed on the agenda and asked that they review the mandate and discuss if there are any other programs or certificates that need to be offered to make sure we are meeting the mandate. She also asked Consortium members to review the goals 3 & 4 of the Consortium Compact, and new strategies for meetings these goals will be discussed at the next meeting.
President Gnage provided an update to Consortium members regarding HB 3215. She noted that there will be no changes for our students. Most of the changes that will occur will be administrative services since WVU and WVUP will be connected through a contractual agreement.
Tech-Prep Consortium (Diane Braun)
Budget. Ms. Braun distributed and reviewed the Consortium budget report. She noted that Carryover funds total $17,424.36 after the purchase of 300 handbooks at a cost of $1050. After expenses for the month of March there will be a balance of $23,113.28 remaining in the Budget for this year.
Counselor Council. A meeting is being planned for April.
Report of Coordinator’s Meeting. Ms. Braun reported that parent handbooks are not currently being funded. There is a need for 700 for this year and an additional 1900 for next year for a total cost of $13,000. Coordinators will be attending the CTCA Vocational Meetings. Vocational money may be used for vocational directors to attend NTPN which will be held October 23-25. Registration deadline is June 3. The total cost will be approximately $1,300 per person. Bylaws need to be updated. Some items on the budget will need to be cut back next year. Grants are due May 30. A copy of the Request for Proposals was provided for members to review.
Parent Handbooks. Discussion ensued regarding funding of the parent handbooks. Mr. Boyd moved that funds in the amount of $5,000 be taken from the budget and the remainder be taken from the Carry-Over account to cover the cost of the parent handbooks. Mr. Coffman seconded the motion. The motion passed. Ms. Braun noted that if legislative funds are provided to fund the handbooks, the money will be returned to the budget.
Career Academies. After some discussion, it was noted that the Consortium will pay for home schooled students, but out of state students and private school students will need to pay for the program.
20 Stars Evaluation. Consortium members reviewed the 20 Stars Evaluation materials that was distributed at the last meeting.
With no further business to be discussed, the meeting adjourned.
