Mid-Ohio Valley Tech-Prep Consortium

Call to Order:
Dr. Marie Foster Gnage, President at WVU Parkersburg and meeting Facilitator called the meeting to order and presented the agenda for the Mid-Ohio Valley Community and Technical College Consortium.
Approval of Minutes:
The minutes of the November 14, 2006 meeting of the Mid-Ohio Valley Community and Technical College Consortium and Mid-Ohio Valley Tech-Prep Consortium were approved upon a motion by Mr. Milhoan and second by Ms. Langford.
CTC Consortium (Dr. Marie Foster Gnage)
College Transition Initiative - Violet Mosser provided an update on the College Transition Initiative noting that Wirt County High School and Williamstown High School have nine students enrolled. Ritchie County High School currently has 9-10 planning to attend when they begin in January, and Roane County High Schools has 10 – 15 students interested in attending when they begin their program in January. She once again provided a brief review of the program noting that it is designed for needs based students that are struggling academically. This program is an effort to encourage those students to attend college. The goal is to have 40 students in each Consortium participate and there will be no cost to the students.
Progress on strategies
College Updates:
President Gnage noted that as a result of discussions from last meeting, Mrs. Braun invited a representative to report on the college prep math classes being offered at selected high schools in West Virginia. Mrs. Braun introduced Joy Noland from St. Marys High School. Ms. Noland reported that St. Marys High Schools was one of four high schools in West Virginia selected to participate in the program. Once the program is complete, students that test out of the program are entered into the college algebra when they enter college. She noted that last year 50% of the students tested out of the program. Ripley High School was also selected to participate in the program.
School Districts: Mr. Coffman reported on the welding, computer and automotive courses at the Mid-Ohio Technical Institute. All the Directors agreed that the Tech-Prep/Edge campus visits by their students were very successful and a real encouragement for them to attend college. President Gnage noted that the main goal of the Consortium is to get students to attend college.
Career Academies
Don Carlson asked, assistant dean, Mary Beth Busch to report on the Career Academies held in the summer of 2006 noting that the Consortium granted $19,347.54 in funds for the summer academies, but that only $5,321.32 was used due to the lateness in programs being advertised and not enough participation for all the of programs offered. Most participation was from middle school and junior high school students. She recommended that future plans should include surveying high school counselors and students to identify programs that would appeal to those students.
Mr. Carlson asked, assistant dean, Jan Miller to provide a draft summary for the summer academy for 2007. Ms. Miller noted that the Summer Academy will provide instruction, facilities, materials and meals for students. The purpose of the academies is to increase learning experiences for both EDGE and Tech Prep students. All students that participate in the program will receive evaluations and all information collected will be available to EDGE and Tech Prep in order to include the data in their annual performance reports.
Mr. Carlson noted that Corporate and Community Education will use the remaining funds from last year and will require less than $1,000 in additional funding for next semester. Ms. Braun noted that she will make a recommendation for approval in the budget section of the agenda. There was a question regarding the possibility of offering college credit for some of the programs. President Gnage noted that this will be discussed with Dean Badgley and reported on at the next meeting.
Marketing Update
Connie Dziagwa reported that she is developing a web page for EDGE as the program is developed. She also reported that she welcomed any suggestions regarding the brochures to make sure that parents are aware of EDGE possibilities. There was discussion regarding billboards for EDGE and advertising in EdLine (website for K-12.)
Recruitment Efforts for High Schools in West Virginia
Violet Mosser reported on her recruitment efforts throughout the State of West Virginia for WVU Parkersburg in her capacity as Admissions Counselor. President Gnage added that she asked Mrs. Mosser to report on recruitment efforts so Consortium members could understand and make suggestions for future initiatives and provide contacts to her.
Tech-Prep Consortium (Diane Braun)
Budget
Mrs. Braun provided a budget report noting a current balance of $57,234.26, and a carry over of $18,516.59. Mrs. Braun asked for a motion regarding expenditure of $1,000 for Career Academies for 2007 and a recommendation on which fund the money should be taken from. After some discussion, Mr. Mahan made a motion that $1,000 be taken from the carryover fund for the Summer Academies for 2007. Mr. Coffman seconded the motion. The motion passed.
Management Plan
Ms. Braun noted that all technical schools participated in the EDGE workshops at WVUP. She thanked Mrs. Mosser, Dr. Dotty Muir and others for their assistance with the students. She provided Consortium members with a T-Shirt that was given to each of the students.
Ms. Braun reported that meetings have been scheduled for WVUP faculty to meet with the technical centers as follows:
Mid-Ohio Valley Technical Center – January 16
Wood County Technical Center – January 26
Roane/Jackson Technical Center – January 22
She also reported that FASFA workshops would be held as follows from 5:00 – 8:00
p.m. at the following locations on the dates:
Wood County Technical Center – February 13
Mid-Ohio Valley Technical Center – February 15
Roane/Jackson Technical Center – February 22
Mrs. Braun reported that students and parents will receive a letter from her on January 15 announcing the FASFA workshops, and representatives from WVUP Financial Aid Office will be available to assist students in completing their forms. It was suggested that an EDGE flyer also be included.
Mrs. Braun and Mrs. Dziagwa will also work on posters for the tech schools.
Mrs. Braun announced that over 2200 students in this service area are now enrolled in EDGE courses and there are several more that will be enrolled.
She reported that there will be a Counselors Counsel meeting on April 24 or April 25. Breakfast and lunch will be provided.
EDGE Report for State Department
Mrs. Braun reported on her meeting with Vice Chancellor Kathy D’Antoni and some goals she has for our Consortium. She would like for the target group for EDGE students to be manageable and attainable, and noted that we need to have 50% of the EDGE students enrolled this year. Mrs. D’Antoni is working on a list of students that drop out of four-year colleges and return home. Once list is complete, Mrs. Braun will provide the copies to the college so recruitment letters can be sent to those students.
She also reported that a written narrative needs to be prepared for Legislators from every Consortium. President Gnage asked Connie Dziagwa and Don Carlson to provide information to Mrs. Braun. Mrs. Braun noted that the EDGE data will be listed by school and it will be needed within the next two months. She will remind everyone again at the meeting next month.
With no further business to be discussed, the meeting was adjourned. The next meeting will be held on Tuesday, January 9, 2007 at noon in the new Community Room on campus.
