Those present: Cathy Mutz, David White, Brandi Marlow, Jan Miller, Connie Dziagwa, Craig Rabatin, John Gorrell, John Tharp, Gary Waggoner, Lennie Moore, Carson Soelberg, Linda Dotson

 

Absent: Dr. Marie Foster Gnage, Joe Badgley, Charlene McNulty, Paul Milhoan, Nelson Ortiz

 

Minutes of the May 5, 2006 meeting were approved by unanimous group decision.

 

OLD BUSINESS

 

Training Database update

 

Brandi Marlow reported that the Training Data Base she is designing to be used to record training of employees is ready for testing. Supervisors will be able to keep records of training certificates, enter licensing, etc.

 

Brandi Marlow discussed possible employees to be given passwords to access the database.

 

Web Page Development

 

Brandi Marlow is working on the Web Page and plans to have it finished by the end of next week.

 

Switchboard Training

 

Dave White reported that he is reviewing the Wood County Schools Crisis Management Plan and that he will be giving training system code information to Connie Dziagwa to be used in training switchboard operators in safety procedures.

 

David White expressed the need to keep the training system codes the same for WVUP as the ones used for Wood County Schools to prevent confusion:

 

Craig Rabatin questioned whether we might add different color codes for security so that when they hear a particular color being paged, they could respond to the appropriate place. David White stressed that we should stay with the code colors already in place for Wood County Schools.

 

Fire Alarm System

 

A discussion was led by David White concerning the number of fire drills held at WVUP per year. WVUP currently conducts two fire drills per year and eight more have to be added to conform to safety standards. WVUP conducts one announced and one unannounced fire drill a year, while Wood County Schools conduct ten unannounced fire drills a year.

 

MSDS Stations

 

David White reported that 75% of the MSDS have been returned, and he will be addressing specific plans with the Fire Marshall when he visits campus in the next couple of weeks.

 

John Tharp said that we have the notebooks and that Nick Busch is working on compiling this information.

 

Incident Report

 

David White presented a report on the eleven injuries that have occurred on campus since changing to the new injury report forms, what steps were taken for each report, and what preventative measures have been put in place to avoid them occurring in the future.

 

Craig Rabatin asked if ambulance service was needed for the incidents reported, and if so, what was the cost to WVUP? David White said that Eastwood Volunteer was WVUP first-responders and there was no cost involved.

 

David White suggested that a subcommittee be formed to review injury reports to see what preventative measures can be taken to prevent future accidents. Craig Rabatin said he would serve on the subcommittee and he asked for volunteers. It was decided that this subcommittee would meet every three months or twice a year as needed and the members are: Craig Rabatin, Cathy Mutz, Carson Soelberg, and David White.

 

Chemical Hygiene Plans/WVU Visit

 

John Tharp reported that he has received the plan that Nick Busch was working on. John is working on revising it because it is 80 to 90 pages long. John wants to condense it so it can be utilized by faculty.

 

The Chemical Hygiene Plan will be kept in a data file as a permanent record. It is in alphabetical order.

 

John Tharp discussed the need to hire a student worker to index the Chemical Hygiene Plan to a cell and eliminate any discrepancy in order to maintain a chemical inventory.

 

 

Safety Plan

 

Craig Rabatin reported that the Safety Plan is in progress and that a copy has been sent to Dr. Gnage for approval.

 

NEW BUSINESS

 

2006 Annual Report

 

Craig Rabatin provided copies of the West Virginia University Environmental Health and Safety memorandum to members present at the meeting. He asked that all members of the committee review the memorandum before the next Safety Committee Meeting and be ready to discuss each item.

 

Gary Waggoner questioned item # 7 and Craig Rabatin said that he would contact Morgantown for clarification concerning the Chemical Hygiene Officer. David White said that he plans to discuss this with the Fire Marshall when he visits campus in the next couple of weeks.

 

Goals for 2006 and 2007

 

·        First-aid training, Switchboard training

·        Safety Plan Development

·        Accident Report – Subcommittee reviews

·        Chemical Hygiene Plan Review

 

Jan Miller suggested that a Chemical Hygiene Plan be implemented for the entire WVUP campus.

 

John Tharp noted that there is a specific law for a Chemical Hygiene Plan and suggested that something separate be written up to encompass the Photo Lab, the Criminal Justice Lab, etc. John said he would obtain a copy of the OSHA Report regarding laboratory safety plans.

 

OTHER NEW BUSINESS

 

John Tharp will have the Chemical Hygiene Plan ready for the October Safety Committee Meeting.

 

David White observed that WVUP is making progress in removing hazardous waste.

 

David White added that the Pandemic Flu subcommittee has completed their work on formulating plans under the directional level of the organization chart and has submitted a copy of their report to Dr. Gnage.


 

 

Jan Miller questioned whether WVUP has a lock-out code to keep the downstairs elevator locked during evening hours for safety issues. David White reported that this has already been approved by Dr. Gnage and has been ordered.

 

Jan Miller asked if Students will still have access to the old stairwells after the new stairwell is opened. David White affirmed that they will.
