Safety Committee Meeting Minutes

Monday, October 18, 2004

8:00 a.m.

President’s Conference Room

Those present were: Bill Brown, Chair, Marie Foster Gnage, Cathy Mutz, Christine Post, Suzanne Dietz, Dave Cuningham, Gary Waggoner, Lennie, Craig Rabatin, Dan Williamson, Charlene McNulty, Lennie Moore and Patsy Bee

Absent was: Joe Badgley

Minutes of the April 8, 2004 meeting were approved upon a motion by Suzanne Deitz and second by Craig Rabatin

Copies of the Safety Committee On-Going Projects were distributed and reviewed.

Completed projects included the following:

Set up yearly or bi-yearly time to change batteries in the handicap doors operators.

Establish person/procedures for daily checking the handicap doors.

Update current emergency telephone numbers.

Provide emergency air horns.

Add steps at the welding exit doors in the TechWing.

Projects reviewed today included:

Implement practice semester fire drills: David Cunningham reported that the goal is to have the first fire drill during the spring semester.

Establish professional guidance seminars: Cathy Mutz reported that they will meet in November to get those scheduled for the in-service in January.

Meet with nursing personnel to go over current emergency procedures: Charlene McNulty reported that only a few people have been trained on the Automatic External Defibrillator (AED). She will meet with Mary Lott to discuss evening coverage. There also needs to be training in the Caperton Center and they need to have their own AED in that area. Charlene noted that the costs are coming down on the purchase of the AED’s.

Evaluate the use, need, and cost of an emergency phone outside the main area of the building: Committee agreed to combine this project with implementation of the fire drills.

Post emergency exit information in all classrooms: David Cunningham reported that this has not been done.

Shelter in-place. President Gnage will be working with David Cunningham on this.

Define compliance requirements. Copies of WVU’s Criteria for Evaluating Safety Committees was distributed for Committee members to review. David Cunningham noted that WVUP has not been participating in Building Safety at WVU in the past. President Gnage reported that this is something we will be doing in the future. She emphasized the importance of a Safety Plan and suggested looking at sample plans so that we could develop one for our college. She assigned the committee to draft a Safety Plan that would address all safety issues using the listed criteria as a check list.

When reviewing the criteria, the committee determined they would need to work on the following:

Develop and review written evacuation plan to distribute to faculty and staff.

Address Schirmer house keeping items (David Cunningham reported that this is done on annual inspection)

Reviewed criteria for Chemical Hygiene Officers (CHO) and group all those referencing CHO together.

Stay current with legal requirements pertaining to types of activities conducted in the building.

Identify training needs and ensure building employees are receiving the appropriate training and records are being maintained (discuss responsibilities at next meeting)

Notify building employees exposed to chemical or infectious materials of the availability of medical consultation, medical care, and medical attention and provide information to the proper medical authorities if needed.

Identify special training needs.

Review accidents and develop prevention plans (David Cunningham)

Assist the Dean in developing a plan of action to respond to the State Board of Risk and Insurance Management (BRIM) where applicable. (David Cunningham has information to provide but will discuss with President Gnage before distributing information to committee).

With no further business to be discussed, Gary Waggoner made a motion to adjourn, and Suzanne Deitz seconded the motion. The meeting adjourned.
