Safety Committee Meeting

March 6, 2003

Those present were: Bill Brown, Bill Douglas, Sheryl Elder, Ron Kress (GE Safety Rep.), Charlene McNulty, Lennie Moore, Cathy Mutz, Christine Post, and Craig Rabatin, and Gary Waggoner. Absent were: Erik Bitterbaum, Dave Cunningham, Suzanne Dietz, Gene Dulaney, and Mary Lott.

Bill Brown opened the meeting after a motion and a second to accept the minutes of the January meeting by reviewing the On-going projects list.

Item #5 (mailroom safety) was briefly discussed by Ron Kress from GE Plastics. He shared a package of some of the current guidelines that are used by various institutions in regards to the handling of suspicious mail/packages. He stated that this type of information should not only be available to the mailroom personnel but also should be available for such employees as the warehouse and security personnel. He also stated that a company should not fully rely on the Post Office to screen incoming mail. Some form of suspicious mail procedure information should be distributed to all employees (e.g. 1st step in handling suspicious envelope would be to place envelope in a sealed bag). Mr. Kress is in the process of formulating a current policy for GE Plastics and he will be glad to share that policy upon its completion.

Other areas of security procedures were mentioned (e.g. bomb threats) and Bill Brown stated that the State Police are WVU at Parkersburg’s first contact in an event such as that. The question of the events which may occur in the event that the fire alarm is activated was asked and if activating this alarm would directly alert outside emergency authorities. It was stated that Dave Cunningham would be able to clarify these questions.

Charlene McNulty made mention of several night security items that she felt needed to be addressed (this list will be added to our On-going projects):

Night personnel trained to do CPR

Night personnel trained to work with AED (automatic external defibrillator)

Emergency phone available to students, staff and faculty

Band aids and other small first aid items readily available to night supervisor with record kept of student needs

Emergency Response Team established

Items #2, #3, #6, and #8 do not currently have a responsible party to initiate them. Cathy Mutz and Christine Post are willing to work on #3, #6, and #8 with the assistance of Erik. It was also felt that Item #2 would be best addressed by Erik.

Item #9 has been addressed and has been taken care of. The new adjunct faculty handbook will include the current safety procedures.

Item #12 needs to be reworded. There is sufficient lighting along the cemetery however, it seems to be the question of how and when the lighting is activated each evening. Bill Brown has noted that some evenings the lights are on in a timely manner and other evenings this does not hold true.

Christine Post reported that Items #6 and #8 are currently be performed by the maintenance man. Bill Brown suggested that a separate on-going list be included in the minutes for the JCC campus.

Cathy Mutz briefly reviewed WVU’s Quick Reference Emergency Flip Chart. Bill Brown will check with Kathy Powell at WVU Morgantown concerning this chart and this will be added to our on-going projects list.

Bill Douglas suggested a color coded sign which could be posted on classroom doors as alternative quick emergency item. Another new line item will be the need for an exit plan to be posted in each classroom.

Christine Post voiced a concern about transporting chemicals from Parkersburg to JCC in a state car when the driver is unaware of the chemicals being transported or the proper procedures for transporting such chemicals. Bill Douglas stated that chemicals have to be packed for transportation according to certain regulations but if the packages were opened and divided among the two campuses this would not hold true. Ron Kress suggested contacting Tammy M. at GE concerning this matter. This will be added as a line item.

Cathy Mutz and Christine Post have completed Crisis Team Training that involves several outside areas of the community. WVU at Parkersburg has been chosen as the meeting site for this Crisis Team.

Our next meeting will be the 3rd or 4th week in April.

See attached pages for the On-going Projects Lists.
