Safety Committee Meeting

April 9, 2003

Those present were: Erik Bitterbaum, Bill Brown, Bill Douglas, Dave Cunningham, Suzanne Dietz, Sheryl Elder, Ron Kress (GE Safety Rep.), Charlene McNulty, Lennie Moore, Cathy Mutz, and Craig Rabatin. Absent were: Gene Dulaney, Mary Lott, Christine Post, and Gary Waggoner.

Bill Brown opened the meeting after a motion and a second to accept the minutes of the March meeting by reviewing the On-going projects list.

Item #2: Erik Bitterbaum reported that semester fire drills will be implemented this spring.

*Item #3: Cathy Mutz reported Fall In-Service has a target date with the assistance of Dave Cunningham to get this project underway- Joe B. and Dotty M. will give notification of time needed to add this to the Fall In-Service agenda.

* Erik Bitterbaum stated that WVU at Parkersburg would seem less likely to be a target for terrorism compared to larger campuses however he listed some areas he felt needed to be addressed:

Local first contact emergency responders need to be invited to our campus,

Establish back up to key emergency individuals on our campus,

Establish way to address rumors,

Establish Emergency Plan.

Item #4: Cheryl Robinson and Charlene McNulty will possibly schedule nurse’s training this summer in an effort to have them prepared to assist in emergency situations.

Item #5: Mailroom Safety Videos brought by Mr. Kress to be shared with Connie D., her staff, President’s Cabinet and Division Heads.

Item #6: Erik B. will visit with Dave C. to establish time schedule for battery check on handicap doors.

Item #7: Bill Brown will speak with Connie D. about cost etc. related to outside emergency phone installation.

Item #8: Person responsible still needs to be assigned to a routine morning check for handicap door service at each entrance. Charlene M. suggested having alternate handicap door signs available to route people when an entrance is not in service.

Item #10: Mary Lott and Mike Wolfe need to be added to the evening coordinator section.

Item #12: Completed. Dave C. reported lights near cemetery repaired 3 months ago and are set to come on automatically. The expense of renting a cherry picker is needed when these lights are changed etc. There may be a person willing to lend us equipment of this type from time to time.

Item #13: Add Lennie Moore with Connie D. as coordinator of this project.

Item #14: Dave C. acquired flip chart from Capitol Complex that includes mailroom procedures.

Item #15: Dave C. added as coordinator – emergency exit information necessary in Caperton due to high school attendance.

Item #16: Bill Douglas will assist Christine Post. Ron Kress will contact GE representative in this area also.

Item #17: Shelter in Place is a new addition to On-going list. Dave C. will check with Joe Badgley concerning this matter.

Item #18: Need to acquire an Emergency Air Horn with Bill Brown as coordinator.

 

Dave Cunningham voiced an objection to the need for practice fire drills. He stated this was not required by code. Erik Bitterbaum felt the need to go ahead with this project to assure that a formal procedure is followed in case of a fire emergency. Bill Brown stated Caperton Center is required by state regulation to perform fire drills since high school students attend there. Ron Kress (GE Safety Rep) stated GE performs periodic safety drills and that GE also has different alarm sounds for different emergencies. Dave C. said public address system is still workable in the original 1969 structure and could be extended to other areas of campus if need be.

Cathy Mutz shared information concerning On-going projects list for JCC campus:

Item #1: A fire drill will be implemented before the end of the semester.

Item #3: Completed – Bill Dunbar checks batteries every 6 months when time changes.

Item #6: Emergency Information only needed in hallways – project completed.

Item #7: Bill Douglas to assist Christine Post with this project by checking with Wayne Riley in purchasing and Gordon Beals at JCC.

Erik Bitterbaum ended by again stating the need for inviting our first emergency responders to our campus and the need to have a procedure to address any rumor plans that may occur in the case of an emergency. He also inquired to make sure everyone who is in need of the WVU at Parkersburg Safety manual has received one and has also reviewed the manual. Cathy Mutz stated that the flip chart referral guide would also be nice to have in use by the fall semester.

Bill Brown shared the list of approved fork truck drivers and stressed the fact that no students would be permitted to operate equipment such as this.

The next Safety Committee will be scheduled for the beginning of the Fall semester.
