Planning Council

Those present were: Erik Bitterbaum, Joe Badgley, Nancy Nanney, Jack Simpkin, Curt Fulmer, Connie Dziagwa, and Sheryl Elder. Absent was Paul Milhoan, Karen Branham, Chris Mowry, Judy Higgs, and David Bell.
Opening statements by President Erik Bitterbaum expressed that "gloomy times" from a financial aspect may be ahead in the next few years for our institution. These changes are occurring due to the 10% budget cut in base reduction for State agencies for 2003-04.
Planning council’s main focus will be to work hard along with the President’s Cabinet to focus on future plans to address these budget cuts. The Planning Council will be a global/advisory group.
An outline of the Strategic Planning Process for WVU at Parkersburg was provided by Joe Badgley and a list of Study Groups for Student Outcomes Assessment was presented by Curt Fulmer.
Curt proposed that these small groups should be composed of a small number of dedicated individuals to each of the group areas listed. (Curt may also need to be a member of these small groups initially.) These small groups would then report back to Planning Council with information pertinent to their area. Planning Council in turn would review data provided and incorporate these suggestions into part of our institution’s goal settings.
Questions addressed:
How to get short time frames on return information from groups
How to avoid duplicate efforts
How do we view role of Planning Council in budget plan
How do we begin this process (Joe’s outline and Curt’s suggestions good start)
Suggestions/Concerns:
A need to identify other external factors (e.g. Grants for Nursing)
Programs need strengthened (Nursing - 4th hospital will be seen today)
Drop in current enrollment (possible Liberal Arts 4 year degree suggested)
Higher Ed expected to do more with less
Our institution’s future will be different/ we need to prepare
In conclusion the Planning Council will begin to get small groups organized and the committee will meet again in two weeks.
