The meeting was called to order by Mr. Robert D’Avria. The minutes of the Board meeting on December 5, 2000 were approved upon a motion by
Jim Mylott and second by Nell Higgins Orosco.
Report from the President:
Dr. Bitterbaum reported that one of our faculty, Professor H. G. Young, had been selected as one of three finalist for Professor of the Year in the State of West Virginia. The winner will be announced at an award dinner to be held Thursday, March 1 at the Cultural Center in Charleston. Governor Wise will also host a reception before the dinner in honor of the finalists. The other two finalists are from Ohio Valley College and West Virginia University.
In other announcements Dr. Bitterbaum reported:
WVU Parkersburg’s Surg-Tech Program has received national accreditation.
North Central Association of Colleges and Schools was on our campus on February 19, for a focused visit to review our Bachelor’s of Applied Technology degree.
Paper work is being completed for $200,000 funding for the Caperton Center provided by Congressman Mollohan.
Agreement with WVU to bring Bachelor’s of Social Degree Program to our campus. Two full-time WVU faculty will be housed on our campus to oversee the program. In addition to this program, we are also offering the Regent’s Bachelor of Arts program, and the Bachelor’s Degree in Nursing through WVU.

WVU Parkersburg has applied for Fulbright Scholars, and we have been designated a Fulbright school. A student from Malaysia has been selected to work with our students.
One of our accounting faculty member’s classes are offering free income tax assistance on Tuesdays and Wednesdays in the BIDS building.
The Legislature is in session and the only new revenues for higher education would be through passage of taxes on the Gray machines. There will also be money targeted for the Promise Scholarships. WVU Parkersburg is the most poorly funded college in the state. If additional funds become available, our peer equity portion would be the largest.
WVU Board of Advisers has scheduled a conference call on Friday, and have invited the Chairman of our Board of Advisers to participate.
President Hardesty's University address will be held in Washington, D. C. tomorrow, and regional campus presidents will be part of the presentation.
Academic search has begun for our head Librarian, Institutional Research Director and instructors for various areas of the college.
Gene Barry, Associate Dean for Caperton Center will be retiring at the end of this semester.
WVU at Parkerburg Foundation
Beth McNally, Executive Director of the WVU Parkersburg Foundation reported the following on behalf of the Foundation:
Distributed and discussed new WVU at Parkersburg Foundation Annual ReportFive additional board members will soon be joining the Board.
Requested a joint meeting of the WVU Parkersburg Board of Advisers and the WVU at Parkersburg Foundation Board twice a year.
Six new endowments this year including one from a current faculty member, and four funds building toward endowments
Grants submitted to the McDonough Foundation, Parkersburg Community Foundation and other local Foundations. Also grants have been submitted to Honda, UNICEF and other organizations.
$600,000 donation left to WVU Parkersburg from the estate of Lloyd Vandell, a local resident. The donation will provide 15 new scholarships each year.
WVU Capitol Campaign kickoff in our area will be April 23.
Mid to late summer will begin a business campaign to encourage local businesses to contribute to the college.

Working on campaign to search for alumni by focusing on area doctors and others in the medical field that started their careers on our campus. Our Alumni office was developed this year, and currently has about 2500 former students in its database. There are approximately 12,000 total alumni.
Report on ORACLE
Jack Simpkin, Business Manager reported on a new operating system ORACLE that will be incorporated on the regional campuses. The process has begun on our campus and it will include payroll, human resources, accounts payable, general ledger, fixed assets, budgeting, and possibly grants management and data warehousing. A different coding system will be used and there will be online access to all accounts. One significant change will eliminate us as a separately audited institution, and perhaps as a separately budgeted institution. It is expected to be complete by June 30.
Status of On-going Construction
Mr. David Cunningham, Director of Facilities, reported on the following construction to the campus:
Roof repairs to the library. Bids have been completed and work will begin in the spring to repair the roof which currently has about 25 leaks. The roof will be repaired with polyurethane foam application.
Paving of parking lots will resume in the summer
Indoor air quality project in the welding shop is almost complete. Savings in this project allowed for additional stations which has doubled the size and allows for more students.
Need additional electricity in the welding shop. They have resolved current problems but it does not allow for new growth of the area.
Two boilers were replaced during the past summer, and recently a third boiler was replaced.
Negotiations with Wood County Commission has resulted in transferring some additional land to them to expand the cemetery.
Will be replacing air conditioners at the Jackson County Center.
Business, Industry and Development Services
Dr. David Bell, Dean for Business and Industry, reported on the following items:
PAZ/PET program.
ACT Testing/Training.
Safety Training for new employees. David Winger is authorized for OSHA training and programs have been designed.
Targeted interview training provided for human resource directors in looking for specific kinds of talent is scheduled for April.
Continue to look for unmet needs of businesses and the community.

Student Affairs:
Mrs. Judy Higgs, Dean of Students reported on the Student Services area.
Progress in implementation of Service Learning.
Met with Volunteer Action Center to explore ways students can get involved in the community.
Mentoring project to be implemented in the fall.
Implemented first Learning Community Project where students go through basic courses as a group.
Open house evening of April 13.
Two one-stop shops for recruiting, orientation, admission, testing and registration are planned with two service area counties.
Several summer orientations scheduled.
Cult Awareness Workshop on April 17.
Social Justice Program - International Lunch April 6. Board of Advisers are invited to attend.
Take Sons/Daughters to Work Day during spring break for the elementary school children.
Communications and Public Relations
Connie Dziagwa, Director of Communications and Public Relations reported the legislature is in session and there will be several issues on the discussion of Glenville State College becoming part of West Virginia University, and the latest issue on a Community College System. She informed board members they may be contacted for their assistance and support. Dr. Bitterbaum added the Board of Advisers of WVU and regional campuses may become involved.
Ms. Seita reported that WVU Parkersburg was the first in the State to join America’s Promise.
Dr. Bitterbaum announced a tour of the Welding Department immediately following the meeting. With no further business to be discussed, the meeting adjourned at 9:30 a.m.
